Is there a utility on the resourse kit that lets you check how long a server (or workstation) has been up?
If so what is it called?

Yes it is called Uptime.exe. It will also allow you perform a report showing the five 9s. Greg Armstrong

are there any switches you can use?
also what is the syntax to imput and an example output?

I don't have access to an NT computer or the resource kit at the moment :0

Uptime [server] [/s ] [/a] [/d:mm/dd/yyyy | /p:n] [/heartbeat] [/? | /help]
server Name or IP address of remote server to process.
/s Display key system events and statistics.
/a Display application failure events (assumes /s).
/d: Only calculate for events after mm/dd/yyyy.
/p: Only calculate for events in the previous n days.
/heartbeat Turn on/off the system's heartbeat
/? Basic usage.
/help Additional usage information.
