NSX2000 - 120 users - 3 sites - 1 PBX - Delayed audio at the remote sites

Recently I've been trying to set up SIP service for the NSX2000. However in the process of setting up the port forwarding in the router, the remote sites started to behave oddly. So we removed the settings in the router that were set for the SIP service and the behavior continued. The issue is that when someone calls in to either one of the sites there is approximately an 8.5 second delay before audio can be exchanged between the two parties. Calling out from those sites is fine. There are no audio delays. I tried to create an outgoing message to the amount of time that the audio was silenced the pause was still there after the outgoing message played. This goes for intercom calls as well.

I personally think it's a QOS issue but I can't get my engineers to work to that effect.

Any ideas you guys have?
 
I think the problem is the quality of the channel. Packets may be lost. One Look is not stable, so there may be a voice delay. What type of VPN is organized between sites? VPN must be IpSec, not OpenVPN. The MTU must be 1500.

There is only 1 PBX. No VPN. No One-look. I will say thou, that I should have mentioned that the remote sites connect to the main site for all things internet through an MPLS link at 100mb. This setup was working fine until we started making changes to the firewall. The changes to the firewall were reversed.

They (the phones) reside on a large subnet that is currently being reworked. But, a new VLAN will not be available until Friday.
