I think the comment in the computerworld article is much nearer the actual state of affairs.

In case you are curious, Ledgett also answered why the NSA didn’t help the FBI crack the San Bernardino shooter’s iPhone. “We don’t do every phone, every variation of phone. If we don’t have a bad guy who’s using it, we don’t do that.”
But of course a headline of

NSA director says "We only try tracking the known 'bad guys'" does not make a particularly good headline.

And that is probably the real 'truth' ... But hey! Who is going to believe that?
