check the class of service as only phones in class 64 can access programing through handset, you can change this in system, class of service

There is no access to programming on the handset on NS series only *1 manager programming.
You mention that you checked that **/*# was activated. (Where is this??)
If its for a particular user, create a profile with selected program allowances.

The NS 700 can do some programming through the handset. The NS1000 cannot.
You have to use a 24 key phone, you cannot use a NT551 or DT521 or any UT phones
