NS700, multiple emergency conference groups?

Hi, we have three school buildings on the same NS700 PBX. We're trying to set up different emergency call groups so if one school dials 911, it doesn't send alerts to people at the other schools. Is it possible to segregate staff into different groups on one single PBX for emergency calls so that different schools won't see emergency calls from the others?
