NS700 Forwarding problem

We have a NS700 Panasonic in a retirement home. We have setup forward no answer to voice mail for the analog extensions in the rooms but it doesn't
when we take a digital ext. and forward no answer or forward all to voice mail it works.
when we do the same for the analog ext. the phones keeps ringing. It doesn't go to voice mail.
I have checked with Panasonic tech support,. They have no solution.

Thank you for your responses. It appears that this resident has a pots line not an extension off of the PBX.
