Is Panasonic configured as a SIP-server and Hikvision - as a SIP-client?
Or maybe Panasonic is a client and Hikvision is a server?
Or maybe you have a peer-to-peer connection type (SIP-trunk without registration at Panasonic side)?
I had a look at the manual and it is a sip extension. What have you set on the server for register timer.

Configure the Dial settings:
Quick Press for Calling Center: Optional. This option is applied to a residential call center. When a guest presses the Dial button, the call will be received on iVMS-4200 client.
Note: In our scenario, do NOT check this option, or the incoming calls cannot reach the DS-KH6320 Indoor Station.
So, Hikvison DS-KD8003 is an extension of Panasonic KX-NS500, right?
Then make sure that you have enough KX-NSM7xx Aktivation keys (for 3rd party sip-phones) and this extension is marked as "INS" in "Port property' settings of V-SIPEXT32 card of Panasonic PBX.
If everything is OK but still doesn't working, you should to make an IP-packet dump to analize the problem.
