You can give a night key on one phone for each tenant
You can have them all in one tenant and still block them from accessing each other lines
Other way is to put the ddi/dil in tenant one and the one time service will change the way the ring in the difference time modes

Tennant groups are generally used for seperate time service, would put them all in same tennant but change COS for each 'tenant' if you want to restrict line access.

It would change them all at one time manually if you have them all in one tenant
Use cos for allowing them to only access their own lines if required

It you use the holiday table it will put all tenants into the same mode at the one time
