NS-500 operator extension only Call Waiting Reset

NS-500 operator extension only Call Waiting Reset automatically the memory cell is in OK condition. when i dial code *7321 then operator extension ready for 24 hour or 48 hour it will be again 0 busy for all extensions.
what is the solution????\

Is it on internal calls to reception or external.

Call waiting internal to an extension needs to dial 1 when you get busy or press the c.wait on the screen if you have flexikeys under the screen
