NRS not passing SIP calls over IPTI

I have a 4.5 CS1000s and a 6.0 CS1000e in my lab that I'm trying to connect via SIP Trunks. I can't seem to get the NRS to act correctly.

Every time I test my SIP routing it tries to route the call to itself.

What am I doing wrong?

 
Are you putting the NRS entries in the correct side? I.E., if I am calling site A at ext.1234, the 12 needs to be in the called switch's NRS, not the one calling from.
 
I'm not sure I understand.

There should be only one NRS. Correct?

I've placed the routing entries like this.

Site A is trying to call 7700 (Resides on Site B)
I program the CDP in the PBX to route over the IPTI trunks
I then program the routing in the NRS Site A Endpoint to route to Site B

Site B is trying to call 7000 (Resides on Site A)
I program the CDP in the PBX to route over the IPTI trunks
I then program the routing in the NRS Site B Endpoint to route to Site A

Am I missing a step???

Please be patient. First time setting this up.
