NPROC won't change after rebuilding kernel

Question. I have mtune setup as 1000 50 16000
and stune is set at 1000 for the NPROC. MAX_PROC is at 1000 as well.

I relink the kernel and reboot the system yet if I do a echo"var"|crash|pg it shows v_proc as 381. Any ideas why it isn't taking? The /stand/unix file shows the date as the date I relinked the kernel.
