NPR503 Error

Hey guys! First time poster here.

I do not know much about my CS1000 system so please bare with me. I am attempting to setup a new phone in a office, I toned the line out back to the main phone block in our server room. I found an unused TN and ran a line to it. I then copied a set from one TN to my new TN and assigned a new DN to it. When I plugged the phone (3903) up I get nothing. The display doesn't light up, no dial tone, nothing. I then ran an IDU on the TN and received an NPR503 message. When I looked that error up it told me that the PBX can't identify a set on that TN. I used instructions leftover from previous IT employees as well using Mike's PBX Cookbook. Other than those resources, I really don't know much about working on this system.

My question is this, how do I fix this NPR503 error? I can tone it from the jack to where I punched down on the block. I'm not getting a green light on my toner, only a red one. The office itself used to have working phones years ago. The jacks look to be correct with their wiring, I'm just not sure what step I'm missing.

I'd like to figure this out myself before paying the vendor to come out here and do what I assume is an easy fix.
 
It Can't IDU the phone because it doesn't see a phone out there, hence the error message. 3903 phones are polarity sensitive, check that. The red light on the toner indicates reversed polarity.
 
Thanks for the info! I'll have to research how to fix that reverse polarity because I honestly don't know what that means or how to fix it. I'm assuming this something to fix at the jack itself and nothing on the block?
 
I guess the TN could also be disabled. But if the toner has a bright red led typically it is reversed polarity. Flip the pair anywhere and see if it works
