NPA NXX help

I am in the 618 area code with an option 11 switch. some of this area code is local and some is long distance. How is this determined by my switch what is going out as long distance and what is not? Is there an easy way to see what NPA NXXs are going long and which are local? I have looked and am still confused. I know that I may not be providing all the information but here is what I know.

You would have to print out those RLI's and see what trunk routes they are pointed to in LD 86.
 
Looks like you dial 9-618-xxx-xxxx for local.
And you dial 9-1-618-xxx-xxxx for long distance.

So your switch isn't deciding what is local or not - the central office is. If someone incorrectly dials a long distance number with 9-618 instead of 9-1-618 then the C.O. blocks the call. And vice versa for local calls.
