This would be something that you would request your DNS provider to do. Many times that may be your ISP or there are third parties that provide the DNS entries for a fee.
You would need to have access to a primary and a backup DNS server on the Internet. This is not something that most of us want to do. I always use a 3rd party (in my case, my ISP). I am not sure that it would be worth the effort to pursue this.
I have used Network Solutions' DNS hosting for a couple clients and have had no problems. It's $24/month/domain name
I prefer to have that control rather than rely on someone else to make and manage changes. If you are comfortable with DNS and just need someone to host it for you, this is a good way to go. It's relatively cheap and you have security and redundancy.
