Upgrading from NetWare 4.x to 5.x is not a basic question of patches. You must purchase NtWare 5.1 and MIGRATE to it by running the install and using the upgrade option instead of new server. Not only must you buy the new version, but you also need to buy user licenses equivalent to the number that you previously had under 4.x.
NetWare 5.1 comes with a Server +5 license/cryptography disk, and you add licenses to it by buying disks for 10,25,50,100,250,500 etc. The licenses are addative, so if you need 275 users, you could buy a 250 and a 25,giving you 280, or you could go with 2x100+50+10+10, giving you 275.
Before upgrading, you should make sure that the latest service pack for 4.x is installed.
