Notifying an internal user of incoming file

Hi all,

Is there any way under NT that I could check for the existance of a file, if it exists then move it to another location while emailing a specific person at the same time?

This would be really useful, so if anyone knows of any freeware / shareware programs that could also do this,I would appreciate it if you could let me know.
