Do clients that will generate notification events have to register with the notification service that they will generate the event, or is it sufficient that they will just contact the service when the event occurs??

Does the notification service need to know who they are before they generate the event and send a notification to the notification service?

 
Any client or server has to register with the notification service and get the proxySupplier or proxyConsumer from the notification service to be able to push or pull (or get pushed or pulled) events. And especially with the notification service a supplier has to publish the events it provides before providing them and a consumer has to subscribe to events to receive them. Taking this as a registration then yes clients and servers have to register with the notification service.
The notification service will not need to know who they are but what events they will publish or subscribe and what type of client they want to be (push or pull, supplier or consumer)
 
They acn register themselves in some databases or services, but usualy they does not do it.
