Notification before deleting contacts

I have a scenario whereby when some users delete contacts these are automatically deleted and do not even go to the deleted items they disappear. When other users delete contacts the items goes to the deleted items. The clients are running Outlook 2000 on Exchange.

There are essentially 2 questions:

1. Why do some users deleted contacts go to the deleted items while others disappear into the ether?
2. Is there a way to set up a "notification" warning the user they are about to delete the contact?

Any questions or help are greatfully accepted.

It sounds like the users whose contacts are completely deleted are holding down the shift key while deleting them. Using this method they will get no warning whatsover that they are about to permanently delete a contact.
