Notes TCPIP port

I have gotten where I can see both my servers from Administrator. I am trying to set up one server to connect to the internet for mail purposes and the other to relay to it. When I try to send a mail bound for internet I get the following message. "Failed to connect to SMTP host name/Domain because You must enable the Notes TCPIP port"
Thought I had it enabled, where do I need to go to look at this?

Inside the current server document, ports > notes network ports. Ensure that tcpip is enabled. This is based on R5
