Notes 4.6 crashes and won't be relaunched under Win95-98

When I close Notes(R4.6), there is no way to relaunch it.
the program seems to be freezed...
I'm running Win95 b and the antivirus is NAV Corp edition.
Is anyone can tell me if there is a way to solve it?
