Not switching from workstaiton to server engine correctly

Have two workstations that will not use the btrieve 6.15.451 server engine, where the databases reside. Using filemon, they load up the correct dll's required for the server connection. But then stop and switch back to the w32mkde.exe (wrkst) engine. One workstation is windows 95b the other is NT 4.0 sp6a. We have recreated the bti.ini in the default windows folder. Renamed the Btreive Technologies Section in the Registry. (we use [Btrieve] Thunk = yes) in the bti.ini. Re-checked the engines settings, to make sure that local = yes and requester=yes in the registry. We have run the diag10 utility. (only TCP loaded) Runs clean. Any ideas?
 
Just to confirm, the data files being open are on the server?
What happens if you change to Local=No in the registry? Do you get a status 20 or some other status code?
