It's simply a matter of outputting the information for your feed in a particular format and specifying what type of document it is.

Presumably your data is coming from a database?

In which case you would use a server side language to get the relevant info from your database and feed it to whatever was requesting the info in the format expected.

There are different "flavours" of RSS, find out which one(s) Yahoo wants then google (or even yahoo) for information as to that format.

Firstly, there are multiple (and quite different) versions of RSS. (This article discusses some of the differences.) The common theme is that an RSS feed is essentially an XML file.

It's not pushed to different sites; it's just like an HTML file - a user/program/website has to download your feed from your site. When you update the feed, there's no way to push the updates to your visitors - they have to check your RSS file to see if it's been updated.

I don't know what you mean when you say 'submit an "rss" feed to yahoo': the basics for providing RSS is:
- create the RSS file (you can do this using a text editor)
- upload it to your web server (e.g. [ignore][/ignore])
- create a link to your RSS Feed on your web site

Many CMS (Content Management Systems) and blog software automagically generate RSS for you. It can be a PITA to update your RSS manually for every new article.

Here's an RSS example - one of The Register's RSS feeds:
Code:
<?xml version="1.0" encoding="UTF-8"?>
<rss version="2.0">
