I have setup a server and loaded IIS. My webpage work and I am able to see my webpage externally but not internally.
when I type in my pubic ip address on my server or anywhere on my internal network I can't see it.
outside I can see my webpage just fine.
I am guessing that it is an DNS problem but do not know where the problem is.

I am using a windows 2003 server SP2.

If you're unable to resolve by using your public IP address it's not a DNS issue but more likely how your network is setup. Do you have a NATed (Network address translation) setup where your internal network is behind a private address scheme

yes. The router is pointed straight to the server. example- on my router, ip address 66.114.16.113:80 is directed to 192.168.1.11:80 on my server.
I can ping it. externally I can see it and ping it. internally I can't see it and can't ping it.

Do you know what's wrong?
