Not restoring on Task Bar

We have Notes R6.5 installed on 2000 Terminal Server and if it sits for a while then you try to restore it the only option you have is Close. I have looked through all of the processes to see if maybe a 16 bit app was running or java. The only thing that I can find is Java but not sure if that is the problem yet. Anyone else have this issue??
