We have an 8x24 DR5, When you call a phone that is on a call, you should ring the intercom key until the c/f no answer kicks in. on this system, when you call a busy phone, the display on the phone you are calling from says "Set Not In Service" with a busy signal. I have not seen this before.

I'm told that I may need to power cycle the system. Any other ideas?

 
there are 2 intercom keys.
 
is the set you are calling call-forward-busy to a DN that does not exist?
 
along the line of DHCINC did the VM ports get changed for some reason? that would end up seeing a forward to the previous port that the fm was on.
