When a call is placed to an extension and the line is not in use the caller is connected, but if the line is in use the display shows "Not In Service".

On all other phones, the display shows "On Another Call" when the line is in use.

does it have cfb to a 'virtual' number?

Its probable the ext you are calling doesn't exist and is cfna/cfb in the configuration to an existing ext or CF (F4) before it was unplugged. Do F*0 on the phone that rings and check the intercom DN. It should match the ext number you are dialing. If not you've just proved my theory.
