Not getting tapes back from TSM

I have a problem with TSM at the moment.

The problem is - we put around 50 scratch tapes in a week and get roughly only 2 back a day.

The delay period for volume reuse is set to 0 days on all of our storage pool - this proves that our data is expired and releases the tape without keeping it for another however many days.

Is there anything else that can be set or checked to see if we are keeping data unneccesarily long ?
