Not getting prompted to install ActiveX

I'm setting up a new computer for a client. They have a secure web page they log in to for reports.
It doesn't work on the new PC. If I test on another PC (that has never run these reports before) I am prompted to install Seagate ActiveX Viewer. But on this computer, I am never prompted. I've changed the security settings, but it doesn't help. The spot where there should be a report just shows a small 'x' in the top left corner.
I can't seem to find a place to download this file manually.
I've googled, and found this to be a common issue, but haven't found a solution that works for me...
