Not enought space on temporary disk

I've been arguing with this error for a couple weeks now and, well, apparently the error is back again.
Here's the error again:

"Microsoft OLE DB Provider for ODBC Drivers error '8007000e'
[Microsoft][ODBC Microsoft Access Driver] Not enough space on temporary
disk."

Here's some info about the machine: it's a Windows 2000 machine running IIS. It has 196,140K of memory and is partitioned into two parts, apparently one for some utilities and another for W2K. It's primary use is to be an order entry app for a small company, at maximum maybe 10 users (maybe) connected at a time, mostly about 4 or 5, if that, at once. It's an ASP app written in VBScript serverside. They currently have the PC now to practice on
before the roll out.

Here's a list of the things I've done in my attempts to solve the problem:
-Compacted and Repaired the database
-Increased the Paging size to about 800
-Checked and reset the DB permissions
-gave the Anonymous user write permissions on the temp drive.
-did the registry changes suggested in Microsoft's article "TMGR: Max Buffer
Size Set Too Low" Q165041, except for Jet 4.0
-Changed the connection from DSN to DSN-less

On a side note they had a problem yesterday with the PC that didn't involve (at least doesn't seem to be) my ASP app. They were trying to open "My Computer" to copy an updated file I sent them for the ASP app. It wouldn't open, so they tried to open some other stuff, also wouldn't open. They received the error "Dumping physical memory to disk" and "/Device/Harddisk volume 2/Win2000/System32/Config". Then when the computer restarted all they got was "ntldr is missing. press any key to continue". They pressed a key and continued to receive this message, and nothing was in the cd drive. However, this morning when they went to the computer it started up fine. I received this information over the phone, so I'm not sure about how EXACTLY these errors appeared.

So, any ideas on where to go from here?
