not enough server storage

Hi,
An employee is getting this message:
Not Enough Server Storage is Available to Process This Command.

Does anyone know how to fix this error. He is trying to network another computer so they can communicate. He does not wanted to be networked with our Servers?

Also,
The OS is NT Workstation 4 with SP 6
He gets this error when he tries to start the Server service.
