Not authorized to view page

I have a new installation of IIS 6 on Windows 2003 R2. I have freshly installed the server and added IIS with ASP and BITS to it. I have not done any further configuration of the server - I plan to install SCCM on it next. But I have hit a snag. When I open IE and point it to the local server, I am expecting to get the "Under Construction" page, but I get a page saying "You are not authorized to view this page". The HTML error code is 401.1 Does anyone know how to fix this?

Ok, as suggested I put a simple file helloworld.html in - tested it in IE and it worked when opening the file directly. But when I went through IIS, using I got the same error page. I checked the permissions on the file - they are set to Everyone has Full Control.
 
I think I got it working. The server is part of a domain - I changed the anonymous user to the IUSR_servername account in the domain and things seem to work now.
