Is there an easy way to do this in ISA server ? If someone can just point me in the right direction I would appreciate it.
 
Create a destination set that includes the allowed sites. Then create a Site and Content rule that allows that destination set. On the 'Applies To' tab specify 'Any Request'.

Then create a Deny rule that applies to all destinations but this time make it apply to Domain Users or some group that will include all users.

Since the Allow rule is global it will take precedence over the Deny rule which is specific to a certain group. The end result should be that only the sites in your allowed destination set get through, with everything else being blocked. "The Key, The Whole Key, and Nothing But The Key, So Help Me Codd!"
