Not allowing message to be left

We are in the process of turning off our Avaya Octel 250 system. When we cut over to Call Pilot, I am having the users be able to check their Octel for old messages but I do not want them to be able to compose a message and send to a mailbox.

Is there away that I could stop mailboxes from receiving messages without modifying each mailbox?
