Not accepting incoming connections

I keep getting "not accepting incoming connections" at two of my remote sites. I have tried the fix Citrix offers about deleting the WDICA key in the registry and recreating it. It did nothing for me. Does anyone have any other ideas why this is happening. I have about 15 other remote sites configured exactly the same way with no problems what so ever. This is not a license issue either. Any help would be greatly appreciated. Thanks in advance.
 
I know the doc you are talking about from the Citrix site. I have a few questions for you.

All users from each site, or just some from each site?

Did the netstat -a show that 1494 was listening?

What hardware do you have between the two subnets (router, firewall)?

Could that router or firewall be blocking communication on 1494?

From the remote site, can you telnet to the citrix server via port 1494?
