Not accepting email from non us domains

Is there a way to set so that our exchange server 2003 will not accept email from non us domain? I know it can be done with "Sender Filtering" but that is per domain, ie *@*.cn. But I was wondering if you can just do it to all non us domains.
 
The problem I see with that is you can't tell by domain name what are non US domains, since companies outside the U.S. could use .com/.net/.org, and some domains that are actually set aside for specific companies, are used a lot by U.S. companies. .tv comes to mind.
