Not able to upload or create directory in FTP site

I am running a IIS FTP, connections are fine, and properties seem ok too. For some unknown reason you cannot create a directory or upload anything, downloads are just fine. There are no viruses or known hacks on the ftp.

Any suggestions on what I am missing?
