not able to send mail but can recieve?

We had a power surge which took out our bordermanager server. After rebuilding border manager we are able to recieve email, but can't send. groupwise shows as sent but it doesn't get to the other side. what settings should I look at on border and groupwise. filters aren't loaded on border
 
So if filters are unloaded then it shouldn't have anythign to do with bordermanager.

You need to turn on Verbose logging on your gwia and try to identify any errors or status messages and troubleshoot from there.

Another good thing to try is using the TEL.NLM file.(assuming it's a Netware server) It's a download you can find out on google. Anyway, on your GW server, run something like "TEL MAIL.REDJUJU.COM 25" . This will connect on the SMTP channel and verify whether there are any outbound roadblocks. Generally if you can't connect, something is interfering. If you can connect, there are internal problems with GroupWise that are preventing the messages from even leaving the GWIA. Many times, just the result of the TEL connection gives you a good idea of where to troubleshoot.
