Not able to point a DID to CDP entry

I'm trying to update the IDC table to call a CDP. It will work if you call the CDP internally, but if you call the DID number you get a fast busy. If I update the IDC table to call a phantom and have that phantom call the CDP it works. Any help would be helpful.
