Not able to login to Administrator

We have Two webi instance running on the AIX (UNIX) with two unix ids. But we are not able to connect to the administrator.
When we try login with the admin id it says can't connect to cluster manager. Even for root id also it gives the same error

If anybody knows the solution for this.... please let us know
