Not Able to Apply Texture Effect

In Illustrator 9, I am trying to apply a texture effect to an object in one of several layers in an illustration. When I go to the Effect --> Texture dropdown menu, all the texturizing options are grayed out.

If, on the other hand, I copy/paste that same object into a new Illustrator document, the menu isn't grayed out, and I can apply the texture. But then if I paste that texturized object back into the original document, the texture is lost.

The Adobe Illustrator manual didn't give me any ideas as to why I can apply the texture in one case but not in the other. I've checked my settings; nothing is locked, etc. Any suggestions will be greatly appreciated.

I never did figure out why I was having this problem, but I solved it by copying/pasting the contents of each layer into a new layer in a new document. Originally, I had used a template that I had created a long time ago, and for some reason the template does not allow textures. So I'll simply rebuild the template.
