hi all what is the file i need to vi in order to be able to login via telnet

as i am receiving not a system console

thanks in advance

You mean login as root via telnet? You should be able to login as other users without any config change. To login directly as root via telnet you should comment out the line:
CONSOLE=/dev/console
in /etc/default/login.
