Nostar Feature 3 Limits

The conference feature 3 does not allow outside party to be heard by the 2nd party sometimes and when it does work it cuts out after about 5 minutes.
We have a Norstar 032 with 2 PRI lines, 20 analog lines and 4 DID truncks.
Is there a limit on the conference feature and can we change programming to correct this problem.
