Nosie across all lines and intercom 1

ACS processor, 206 module, Voice Mail module, five slot carrier. I am getting noise across all lines and intercom. I thought processor. I changed processor. Two days later noise returns. Carrier? 206 module? Voice mail module?

do all the extension have noise on intercom even if they call within their expansion module?
backplane maybe if that is the case
take the processor out and try just solo if you get any noise and if not then it might be the carrier.
Had it happen that I replaced a faulty processor with one having the same issue coming from repair. Only once but since then I don't trust the repaired stuff any more.
