I have currently loaded NU for one user, but the other users cannot seem to be able to use the various programmes. Utilities, Virus, Update etc.
 
Try installing it as Administrator. With XP Home, boot into safe mode. With XP Pro, press CTRL+Alt+Del twice at the welcome screen. Installing as Administrator may or may not work, not all programs were written for xp's multi-user capabilites. Worst case scenario - you might have to install in each user account seperately.
 
I would think this version would install correctly as Administrator, but we won't know until you try.
 
I have installed it from my sign-in and that has administrator priviledges. Should that be OK?
 
That's not the same as Administrator, but if it works for all users the way you asked, that's fine.
