Norton Anti-Spam not doing it's job

I have NAS 2004 installed on my Win98 laptop. I have it set to the highest level and I have imported my address book into the allowed list. I still get oodles of spam that is not in my allowed list but instead of it marking it "Spam" and sending it to the Norton AntiSpam folder created when the program was installed it just allows it into my inbox. I then have to mark it as spam and then delete it from the NAS folder.

I thought by only allowing the addresses that were in my address book that all other email addresses would be sent to the NAS folder. Why is this not happening?
