Norton A-V 2002 Temporarily Locks up OS at startup

I have recently performed a clean install using Windows XP Pro upgrade. Immediately after this, I installed an OEM version of Norton's Antivirus 2002. Now, upon rebooting my machine, once I've logged in, there occurs a lockup of various functions of the GUI. The start menu locks up, and I am unable to run any programs(including Norton's A-V) for a period of about 60seconds???

Can anyone tell me what is going on and if there is a way preventing this lockup (without uninstalling Nortons)?
