Nortel T7316 gives a buisy signal instead of transfering to voice mail 1

How do I set my phone (Nortel T7316) sends a buisy signal when in use instead of transferring incoming calls to Voice Mail. How do I change this so that when I am on the phone incoming calls do not receive a buisy signal and they are transferred to my voice mail.
 
enter config. under capabilities set fwd on busy to the voicemail extension. To find out the voicemail extension is dial feature 985.
 
This actually sounds more like the Target Line issue.
There is an option on the Target Line programming called "If Busy" that allows you to redirect the call to another DN or provide a busy tone.
The ability to send the call to VM is dependent upon the number of appearances of the Target Line are programmed to your phone. The phone sends calls to VM, not the Target Line. It can actually get quite complicated.
I would suggest contacting your vendor for assistance.
