Nortel stations just flash

I'm having this exact trouble and opted to replace two station/line cards first. They just arrived today will try the two cards in the morning I hope my system doesn't turn out to be the back plane.

Symptoms are all stations just flash even after a few times removing system power and re-seating the cards. Attached are pictures of the system I'm dealing with.

The phones should come up even without those cards. Those card are for external CO Lines. If you remove the cards and the phones still do not come up then the issue is either Cabinet or Software. Remember remove power before removing the Line Cards.
