nortel startalk answering calls to DN VM instead of AA if on phone

Monday morning and my brain is stuck.
have a MICS 0x32 and StarTalk Flash; AA is set to answer all lines after 4 rings. All 8 phone lines appear and ring on 6 phones here; if any of them are on the phone then incoming calls are answered immediately to that person's voicemail instead of ringing 4 times and hitting the AA. I know I know why but I can not seem to get the coffee to kick start my brain into remembering what I am missing here to fix it. Anyone more awake than me can help out? Thanks!!

Forward Busy should never be programmed for sets acting as a reception otherwise they call will do as you described.
Also Forward No Answer Ring Count should be set to more than that of AA Answer Count so that calls as an example wont go to a persons mailbox in 4 rings.

Check the call forward-no answer and call forward-busy settings for each ringing extension. You do not need to enable either one in order for the AA to send calls to the correct mailbox.
