Check the restriction filter for that set. If you're getting dial tone when you press 9, then you're getting an outside line.

Do you know the intercom number of the phone? If not dial an extension with display an will show number.
After finding number make sure it has access to your line pool. Then you just dial the access code for the pool and dial out.
